Tax abated new and existing housing in the central core and neighborhoods is a great incentive for more people to move into the city. In order for that to be successful, we have to create a safe environment that gives citizens the confidence to remain in the city. Finally, we must collaborate more with our County Commissioners and the Cincinnati Public Schools Board of Education. If we are to grow this region we must collaborate on those issues of mutual importance. Excellence in education is a must.
The Banks is the most important development, however, there are smaller developments that I would support based on long-term outcomes. Additional housing developments throughout the city, the planned Trolley System, the future green space plans for the old Hilltop property, and future plans for the Tower Place Mall have to be nurtured. These and other developments are designed to drive other economic development and help grow Cincinnati. The most effective methods in paying for these projects are Tax Increment Financing (TIF) and other tax incentives. As a member of City Council, I strive to base my decisions on the future impact relative to overall revenue for the City. The paramount questions for me will always be, “Were all voices heard? and What will be the impact ten years from now?”
Tax abatements and TIF districts appear to be workable solutions to address home ownership, and I will continue to support this concept. I will also continue to collaborate with our lending institutions to support small, neighborhood-based development corporations. A key component of this is continuing the City’s effort to direct State and Federal funding to address vacant and abandoned residential properties in our neighborhoods, which I support. TIF dollars can be used to address infrastructure and to stimulate small business development.
